The FY 2025 VOCA Victim Assistance Formula Grant Program provides funding to states and territories to support local organizations and public agencies offering direct services to crime victims. These services may include crisis counseling, shelter, legal advocacy, therapy, and referral services.
For FY 2025, approximately $1.27 billion of the $1.9 billion available in the Crime Victims Fund will be distributed under this program. All 50 states, Washington D.C., Puerto Rico, and the U.S. Virgin Islands will receive a $500,000 base award, while Guam, American Samoa, and the Northern Mariana Islands will each receive $200,000. Additional funding is allocated based on population data from the U.S. Census Bureau.
States must certify that funds are awarded only to eligible organizations, won’t replace existing public funds, and comply with federal law and program regulations. At least some funding must support services for victims of sexual assault, child abuse, domestic violence, and other underserved victims of violent crimes. Up to 5% of the awarded funds can be used for administration and training.
